Responsible Tiger Protocol

Through TU's Responsible Tiger Protocol (RTP) amnesty program, students who are assessed by medical professionals as a result of overconsumption of alcohol and/or cannabis and qualify for RTP will not face formal disciplinary action by the university.

The health and safety of our students is a high priority. We know that students may engage in activities that involve health or safety risks. If a student is in a situation involving the use of alcohol or cannabis, and any student, including that individual, is in need of medical attention, we want the student to act responsibly by taking action. In an effort to encourage students to seek help even when they or others may be engaging in behavior that violates policy(s), Towson University offers the Responsible Tiger Protocol.

What to do if someone needs medical attention

  1. Call TUPD (410-704-4444) or 911 for help.
  2. Remain with the person until help arrives.
  3. Cooperate with first responders and University staff following the incident.

How It Works

Through the University's Responsible Tiger Protocol (RTP) amnesty program, students who are assessed by medical professionals as a result of overconsumption of alcohol and/or cannabis will not face formal disciplinary action by the University, provided that no other policy violations were committed during the incident, and a pattern of this type of behavior is not reoccurring.

A "Good Samaritan" who notifies emergency or a university official to obtain medical assistance for an intoxicated student will not face disciplinary action if they otherwise did not violate additional university policies listed in the Code of Student Accountability. Alcohol, cannabis and any other intoxicating substance that could leave someone incapacitated are covered under this policy.

As the Code of Student Accountability applies to all Towson University students, any alleged violation(s) of substance misuse policy(s) apply to students. This means that the policy(s) would apply to a student who calls for help for a non-affiliate of the University.

The purpose of RTP is to get people the medical assistance they need. If you are calling on behalf of someone who requires medical attention, you can qualify for RTP more than once. If you are the person in need of medical attention as a result of substance use, you may only use RTP one time.

Eligibility

Students who are eligible for use of the RTP must meet with a professional staff member in the Office of Student Accountability and Restorative Practices for an educational conversation and receive a substance use assessment from the Counseling Center. Parents of students under the legal age for cannabis and alcohol may be notified.

Students who fail to cooperate with the advice of medical professionals, meet with a representative from the Office of Student Accountability and Restorative Practices or choose not to participate in the required interventions will be subject to formal disciplinary action. 

Previous disciplinary history or lack of cooperation with responding or university officials may limit eligibility for this program.

Cooperation includes:

  • a willingness and ability to comply with requests from responding staff such as medical professionals, TUPD, Housing and Residence Life staff
  • providing your ONEcard when requested
  • your guest providing their state identification card when requested
  • accepting transport if it is suggested
  • avoiding being defensive or confrontational toward staff as they respond to the incident
  • cooperating with staff following the incident, including attending the Accountability Resolution Meeting with SARP and attending and cooperating with the alcohol and drug counselors in the Counseling Center
